Regularisation: How to enrol in National Health Scheme in Lombardia

Domestic workers who applied to be regularized can enrol in the National Health Scheme. Each Region is free to establish the criteria for enrolment.

According to a Circular letter issued by the health authorities in Lombardia region, housekeepers (colf) and caregivers (badanti) who applied to be regularized can enrol in the National Health Scheme by going to the local health office (ASL) in their City Council of residence and showing an ID document, the receipt they were issued when they applied for regularisation and the receipt of social security contributions made to INPS.

Regularisation: INPS dispatches social security contribution forms

The National Social Security Institute (Instituto Nazionale Previdenza Sociale, INPS) has begun sending letters to employers who applied to regularise their domestic workers.

The letters are also being sent to the employers who are still waiting to be summoned to the Immigrations Office at the Prefecture to undersign the Residency contract.

Regularisation: What to do if employer refuses to undersign contract

Law 102 of 2009 enabled employers of illegal domestic workers and of undeclared workers to regularise their workers.
Only those who had been working for their employers by 1st April 2009 could be regularized. Before submitting the application to regularize their workers, employers had to pay a lump sum amount of 500 Euros for each worker to be regularized. This was meant to cover social security contributions.

Applications were to be submitted online to the Ministry of Home Affairs from 1st to 30th September.

12th December 2009: Law 109 of 2009 made it possible for employers of illegal immigrants in Italy doing domestic work to apply for regularisation of their workers. Employers of all illegal immigrants who had been doing domestic since 1st April 2009 could apply for regularisation of their workers. The deadline for submitting applications was 30th September 2009.

Regularisation of domestic workers

Key information you must know in order to submit the application

1st September 2009: From today, illegal immigrants doing domestic work can be regularised. This regularisation is only meant for those who are working illegally as domestic workers.

Please note that this regularisation is valid for Italians, EU citizens doing undeclared work in the domestic sector, as well as to non-EU foreigners without the Permit of Stay and to those with permits which don’t allow their holders to work (such as Permit of Stay for political asylum, medical treatment, justice reasons, religious, etc).
The following employers can apply for regularisation of their workers: Italians and non-EU foreigners who are holders of the Permanent Resident Permit (carta di soggiorno). Those who have applied for the Permanent Resident Permit but have not yet received it can also apply to regularise their workers.
