The new model of Residence permit and residence card will be made of plastic paper with an embedded chip containing memory plus microprocessor to digitally store biometric data and information required for on-line authentication, Ministry of Home Affairs has said.
The Government has adopted technical and security standards for the issuing of residence permits and residence cards.
Rules governing the procedure are laid down in the ministerial decree of 28th September 2009, published on the Official Gazette dated 28th January 2010. The decree contains full technical specifications for the new models, specifies their features and gives the instructions to fill them in.
The new card, which implements the changes to the existing models introduced by an EC Regulation, may also contain biometric data and digitally store asymmetric ‘security keys’, biometric templates’ as well as data required to conform to compatibility and interoperability requirements to common usability standards of electronic identity cards (Cie), for online authentication and use.
Material used for this document is made of plastic paper containing a digital component. Stamping techniques are similar to those used for paper money and the material is equipped with the security physical elements required for performing an authenticity check of cards both visually and by using portable and laboratory devices. The digital component is made up of an embedded chip containing memory plus microprocessor to digitally store biometric data and information required for authenticating the document online and verifying the presence of the owner during its telematic use.
