Point-based Permit of Stay system can't work

A complex phenomenon of immigration cannot be managed by the so-called Point-based Permit of Stay system, Guglielmo Loy, Confederal Secretary of UIL Trade Union has said.

Such a system cannot work, he added.

It is practically impossible for State officials to evaluate the level of integration of two million immigrants, Mr. Loy said.

It is unconvincing, he added.

Mr. Loy said that what would make sense is a system of punishing those who repeatedly violate the laws.

What’s most important is the need to ensure that immigrants have jobs, and once employed, be issued the Permit of Stay in time, Mr. Loy said.

    my brother in law is holder of carta di soggiorno in italy. but my sister is holder of permesso di soggiorno.She is a house wife.She arrived in italy october 2008. can she apply for carta di soggiorno now and what documents reqired for to apply?
